Start with the field size, then add spectators and hospitality tent traffic on top. A member-guest with 120 players and a modest gallery runs differently than a charity scramble with 300 golfers and a beer tent at the turn. Do Golf Courses Need Permits for Portable Restrooms?
Placement on private course property generally does not trigger the same right-of-way review as a public street closure, but confirm this with the city before you commit to a layout, especially if any unit or delivery truck touches a public road shoulder. Charlotte's Department of Transportation, CDOT, issues Right-of-Way Use Permits for things placed in the public right-of-way, and while that program names construction dumpsters specifically, no city page addresses portable toilets by name, so a standalone unit on private club grounds sits outside that clearly.
